Arrangements are seen as licensed by public authority but working horizontally between those private actors involved. Arrangements include many categories of actors representing different constituencies, but they usually include a careful selection of opposing interests of which the weaker parties are encouraged or even sponsored by public authority to balance interests so as to become more widely accepted in society (Schmitter 2002).
